Plans for the bins/recycle bins to start off with (currently it is not known how possible to change anything)

The plan is for the recycle bins to stay in the same place but to go into a more tidy box type things/enclosures with doors, called "Metrostor".
(The exact thing (which was said to be plastic) is also in Tolmer's Square near Drummond Street as you approach Warren Street.)

(Previously, there was a plan to put them all into the small house building in the middle of the Courtyard, but there is not the space because there is electrical equipment/infrastructure in there.)

(One nearby resident thinks that it would be better not to have doors, because they will be difficult for Veolia bin collections, and therefore make noise, and also get in the way of people on the path during collections.  That interested nearby resident suggested that the recycle bins should have roofs, but not doors, and that they should go next to the bikes/shed, and that then there would be more space for trees there next to the small house/large shed building.)

The idea of moving the bins and planting trees there instead of one nearby resident is not possible, with the area queried now cemented for the bins.

The bin sheds have a lock on them (in the same way as the current bike shed has, but with a key).  The bins keep the area free of rubbish tidy, it has been reported from another area, but would be problematic without being locked or with CCTV (which the other area now has).
